It is because the group winners get a home tie and second place get an away, and doing it this way makes it easier to ensure the two teams progressing from the same group cannot meet.

I guess to prevent the possibility of teams from the same group playing each other?
Colchester would be ideal but anyone other than Exeter would be OK.

Round 3 will be an open draw, although still regionalised into North and South.

They should replace psychometric tests for recruitment by giving candidates five minutes with the rules for the EFL Trophy stages and then being asked a series of questions about how it works.

I would get any job as I read the full 17 page handbook for the FLT the other week :).
Not even joking, I learnt a few things too, such as how much we can claim for away trips via each method of transport. I found it interesting.
