I see he suggests a vote, the problem with that is the PL then promises extra money to the lower clubs of they vote with the PL.

But certainly could do replays in rounds 1 and 2 for the smaller clubs as that doesn't affect PL clubs at all.

And the FA say that the EFL agreed with the changes when it was put to them because they just wanted to take the extra cash

But the FA are wrong EFL never formally agreed.They said they would consider as part of wider review of funding between all.clubs.The review never happened.

If they disagreed they should have stuck to challenging it, and also not agreed the calender either, let the FA get on with trying to run the FA Cup without EFL (and presumably also non-league clubs if they disagree as well) clubs
