Do you mean physically get them through the entry gates, or as in have enough space for that many people?
Would assume 1 stage at one end of the pitch and you'll easily get 10,000 on the pitch and in the main stand/north stand

Have enough space. Let’s say the stands will hold 6000 with one end and parts of either side closed off(probably fewer than that tbh). That’s 3,500 on the pitch. Which is just about possible.
Now you need the facilities for 9,500 people. And bars for drinks. Plus extra toilets.
