It’s very confusing tbh it’s all down to the academy category. All clubs up to the end of the year of his 23rd birthday would be entitled to a %. A newspaper article suggests St Johnstone are expecting between 20 & 30k which puts them at a category 3 academy.
Not sure about Watford to much legal jargon and exemptions which appear to only cover international transfers
