It's inevitable that the PL (maybe plus the Championship as PL 2) becomes a closed league.

Relegation risk creates uncertainty for 10-12 clubs, investors don't like uncertainty.

Hence the EFL will never vote for 3 up 3 down to the NL. Just increases jeopardy.
