Up until about 25 years ago, the football league was all professional clubs with professional players. Non-league was part time bin men having a kick about for a laugh and occasionally getting a go at kicking proper footballers in the FA Cup. They trained Tuesday and Thursday nights after their proper job.

Therefore the step up in going from a non league club and players to a proper football club was huge, and so initially it was voted on, based on the club proving they were proper and not some bankrolled hobby club like Rushden Anne Diamond.

Then in the 90s some upstarts like Wycombe, Kidderminster, Macclesfield, Stevenage etc decided to be more proper and go professional whilst non-league, leading to standard across the clubs and the conference national in particular raising to a point where all teams were professional and ready for the football league. Hence how 2 up 2 down came along.

There's still a lot of tinpot clubs getting into the national, but there's a lot more support now for getting clubs up to standard for the football league, so it does now seem out of place
