He will be, because there will be a clause in Evans' release clause.
So tiresome (general point rather than this post specifically) our fans all shitting the bed all summer that every player is going to go to Rotherham. Even without that, who is to say they want to uproot, or that he wants them (they can afford and persuade far better players than us)?
Edit: That comes across as rather harsh 😂 Apologies, I am just so fed up of reading it all over here and Twitter for months, and presumably for months to come until the season starts/transfer window closes.
