There were 4 promotions/relegations between divisions 3 & 4 because they used to have more teams (24) than divisions 1 & 2 (22).

This changed when the top division reduced to 20 teams, making division 2 a 24 team division. This was also when playoffs were first introduced.

The non-league setup was more complicated until 1979 when the Alliance Premier League was formed. Before that there wasn’t a 5th division. Teams that wanted to enter the football league could apply & the existing clubs would vote whether or not to relegate any of the teams that finished in the bottom 4.
