"League One and League Two Clubs follow the Salary Cost Management Protocol (“SCMP”) These state that Clubs can only spend a fixed percentage of its revenue on player wages etc. This limit can also be added to or impacted by equity injections..."

Haven't looked at it in great detail but it appears, for League One, only restriction is on players costs (wages etc) being no more than 60% of turnover plus 100% of "football fortune" No restriction on transfer fees.

The SCMP Requirement is a measure whereby a Club’s Player Related Expenditure (as defined in Appendix B) shall not exceed the sum of:
60% of the Club’s Relevant Turnover (as defined in Paragraph 1 of Appendix A) for the Reporting Period, plus
100% of the club’s Football Fortune Income (as defined in Paragraph 2 of Appendix A) for the Reporting Period
